G7 Calls for Quick Implementation of Quantum-Safe Cybersecurity Regulations

G7 Urges Acceleration of Transition to Quantum-Safe Encryption

In a pivotal move, the Group of Seven (G7) is pressing nations globally to expedite their transition to post-quantum cryptography (PQC). This initiative is particularly significant in light of rising concerns regarding the potential vulnerabilities posed by the advent of quantum computing technology.

Under the leadership of France during its 2026 G7 Presidency, the French National Cybersecurity Agency (ANSSI) has taken the helm of the G7 Cybersecurity Working Group and has issued a new call to action. This document, released on September 3, serves as a critical reminder for both public and private sectors to commence the shift towards quantum-safe encryption. The urgency of this transition is underscored by the rapidly evolving landscape of quantum computing, which poses a significant threat to existing public-key cryptography systems.

The document emphasizes the need to “reframe” the perception of quantum threats, arguing that they should no longer be seen as issues reserved for the distant future but rather as immediate challenges demanding attention across all sectors of society—not just within critical infrastructure. In the words of the document, the G7 recognizes “the growing threat that quantum computing poses to public-key cryptography, and the security of both public and private organizations.”

Recent advancements in quantum computing have hinted at a future where quantum machines could potentially undermine widely used encryption algorithms, thereby jeopardizing the security of digital infrastructures. Though timelines for the development of such disruptive technology remain unpredictable, the G7 urges proactive measures to plan for this growing risk.

To mitigate potential threats, the G7 document advises that governments and organizations should first identify and prioritize systems that manage their most sensitive data and assets. This proactive approach is deemed crucial in managing vulnerabilities associated with quantum threats before quantum capabilities become a reality.

In addition to prioritizing systems, the document encourages organizations to adopt a phased, risk-based strategy in transitioning to PQC. This process involves conducting an inventory of cryptographic assets, mapping dependencies within their digital environments, and formulating a comprehensive transition plan. The G7 also recommends that organizations strategically incorporate PQC into their existing procurement processes, thereby minimizing costs associated with this pivotal transition. By choosing integrated PQC products and swapping out legacy systems during scheduled upgrades, organizations stand to reduce their expenses while enhancing security.

Furthermore, the G7 outlines five explicit priorities that must be addressed by governments, policymakers, and private sector entities in this transition to PQC:

  1. Raising Awareness: It is crucial to enhance understanding about the threats posed by quantum technologies.
  2. Developing National Strategies: Policymakers are urged to create structured national plans focusing on transitioning to PQC, which should also include the creation of a sufficient supply of PQC hardware and software products.
  3. Investing in Research and Development: The document stresses the importance of encouraging and facilitating innovation in the field of PQC to develop viable technological solutions.
  4. Public-Private Partnerships: It advocates for collaboration between government, industry, and academia to foster domestic expertise and enhance capabilities in quantum-safe technologies.
  5. Integrating PQC into Cybersecurity Regulations: Finally, it calls for PQC to be embedded within existing cybersecurity requirements.

This endorsement for action has not gone unnoticed; it has been supported by national cybersecurity agencies from all G7 member states, including Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States. Additionally, the initiative has garnered backing from the European Commission and the European Union Agency for Cybersecurity (ENISA).

This call to action comes on the heels of an announcement by ANSSI that it will cease the vetting of products that do not comply with quantum-safe encryption standards starting in 2027. By 2030, post-quantum security features will be mandatory for certain security product procurements.

As organizations worldwide prepare for the impending shift to PQC, the G7’s proactive stance serves as a clarion call to embrace the inevitable challenges posed by quantum computing. The collaborative efforts of governments and industries may very well shape a safer digital landscape for the future.
