Switzerland is facing a surge in cyberattacks and disinformation campaigns as it gears up to host an important summit aimed at fostering peace in Ukraine. The government of Switzerland shared these concerns during a press conference, shedding light on the difficulties of coordinating a high-stakes international meeting amidst escalating digital threats.
The Summit on Peace in Ukraine is scheduled to take place at a resort near Lucerne from June 15-16, with representatives from 90 states and organizations expected to attend. Notably, nearly half of the participants are from regions such as South America, Asia, Africa, and the Middle East.
One significant absence from the list of attendees is Russia, as the country was not extended an invitation due to its apparent lack of interest in participating. Nonetheless, Swiss authorities emphasized that the primary objective of the summit is to collaboratively outline a roadmap that could eventually lead to the inclusion of both Russia and Ukraine in a future peace process.
During a press conference, Swiss President Viola Amherd acknowledged the increase in cyberattacks and disinformation efforts leading up to the summit. These attacks have targeted various aspects of the event, including personal attacks on President Amherd herself, particularly in Russian media outlets circulated within Switzerland.
In response to these attacks, President Amherd mentioned that the ambassador of Russia has not been summoned, emphasizing the extreme nature of the disinformation campaign and its lack of reflection of reality.
Foreign Minister Ignazio Cassis also addressed the press conference, acknowledging a clear interest in disrupting the summit talks. However, he refrained from directly attributing the cyberattacks to any specific entity, including Russia, reflecting Switzerland’s diplomatic approach as the host of the summit.
Switzerland agreed to host the summit at the request of Ukrainian President Volodymyr Zelenskyy and has been actively seeking support from countries with more neutral or favorable relations with Moscow compared to Western powers. This strategic outreach aims to widen the coalition supporting the peace efforts and mitigate the polarized dynamics surrounding the conflict.
The summit will focus on critical international concerns such as nuclear and food security, freedom of navigation, and humanitarian issues like prisoner of war exchanges. The summit endeavors to conclude with a final declaration that ideally garners unanimous support. This declaration is anticipated to outline the subsequent steps in the peace process. Foreign Minister Cassis mentioned ongoing efforts to engage regions beyond the Western sphere, mainly the Global South and Arabian countries, in leading the next phase of the peace initiative.
