Australian authorities have filed charges against a Russian-born couple, Kira Korolev, 40, and Igor Korolev, 62, for alleged espionage activities under the operation known as ‘Operation BURGAZADA’. This case marks the first use of new anti-espionage laws introduced in 2018 in Australia. Kira Korolev, a private in the Australian Army, and her husband Igor, a laborer, are accused of stealing sensitive Defense Force material for Russian intelligence.
The couple, who migrated to Australia a decade ago and recently obtained citizenship, appeared before a Brisbane magistrate and could face a maximum of 15 years in prison if found guilty. The case has sparked concerns about the screening process for military recruits and the persisting threat of foreign espionage.
The Australian Federal Police (AFP) is currently investigating the couple’s activities in ‘Operation BURGAZADA’ to ascertain if the stolen information was shared with Russian authorities. The Australian Security Intelligence Organisation (ASIO) director-general Mike Burgess has issued a strong message to foreign spies, indicating that they will face prosecution if evidence supports it.
Barrister Dylan Kerr, a commissioner from the Australian Federal Police, has requested the suppression of five names linked to the case for national security reasons. Following the allegations, the Defence Force has revoked the couple’s access to defense bases and systems.
According to court documents, Kira Korolev is accused of providing unauthorized access to defense computer systems, copying and disseminating information, and maintaining connections with Russian intelligence services. These alleged activities date back to December 2022 and persisted until their arrest in July 2024.
The Australian Federal Police Commissioner Reece Kershaw disclosed that Kira Korolev, employed as an information systems technician with security clearance, reportedly traveled to Russia in 2023 while on leave. During this time, she purportedly guided her husband on accessing defense systems using her work account from their Brisbane residence.
The caretaker of the apartment block where the couple lived, Blake Fraser, expressed surprise at the news, mentioning that no suspicious behavior was observed from the couple during their stay. Fraser was only alerted to the situation when ASIO and AFP requested access to their F block, leading to the couple’s subsequent arrest.
In response to the arrests, a joint operation involving ASIO and the AFP was conducted. Director-General Mike Burgess commended the Defense Force’s security awareness for enabling early intervention in the case. The authorities are now investigating whether Kira Korolev had nefarious intentions when joining the Defense Force or if the couple was recently recruited by Russian intelligence.
The situation has prompted a review of vetting procedures for military personnel, especially those born overseas, to prevent similar espionage incidents in the future. While there have been no significant breaches identified yet, the incident underscores the ongoing challenges in combating foreign espionage.
Mike Burgess urged potential Russian spies to defect and share information, citing the 1954 Petrov defections as an example. Federal Police Commissioner Kershaw confirmed that no other individuals have been implicated in the investigation thus far, while efforts are underway to determine if the couple had any connections with Russian diplomats in Australia.
The court documents allege that the couple engaged with members or affiliates of Russian intelligence services to provide information. Kershaw expressed confidence in the counter-intelligence capabilities of the Australian government and its Five Eyes partners. Prime Minister Anthony Albanese reaffirmed that anyone threatening Australia’s national interests will be brought to justice.
