The Russian national, Amin Timovich Stigal, has found himself in hot water with the US Department of Justice (DoJ) after being charged for hacking into and destroying the Ukrainian government’s computer systems and data prior to the Russian invasion in February 2022. The 22-year-old Stigal has been accused of conspiring with Russian Military Intelligence (GRU) in preparation for the full-scale invasion of Ukraine.

The indictment against Stigal was returned by a federal grand jury in Maryland on June 25. It alleges that Stigal targeted Ukrainian government IT systems and data that did not have any military or defense-related roles, as well as computer systems in countries providing support to Ukraine, including the US.

One of the key instances of Stigal’s alleged involvement in cyber-attacks is the ‘WhisperGate’ campaign, which took place in January 2022. Court documents reveal that Stigal played a part in this malicious campaign orchestrated by the GRU. The campaign utilized a US-based company’s services to distribute malware known as WhisperGate to numerous Ukrainian government entities’ computer systems, leading to the destruction of these systems and their related data.

FBI Deputy Director Paul Abbate issued a public statement condemning Stigal’s actions, stating that he “attempted to leverage malware to aid the Russian military in the invasion of Ukraine.” Abbate emphasized the FBI’s commitment to combating malicious cyber activities by adversaries, pledging to collaborate with international partners to prevent any attempts to undermine or harm allies. Stigal, if found guilty, could face a maximum prison sentence of five years.

Despite the charges brought against him, Stigal remains at large. In response, the US State Department has offered a reward of up to $10 million for information regarding Stigal’s whereabouts or any further malicious cyber activities he may be involved in. This reward is part of the State Department’s Rewards for Justice program, designed to incentivize individuals to come forward with vital information that could assist in apprehending individuals involved in serious criminal activities.
