According to a report by Cybersecurity Ventures, the global economy is projected to incur a staggering $10.5 trillion in losses annually by the end of 2025, a sharp increase from $3 trillion in 2015. This alarming trend is fueled by the growing sophistication of cyberattacks, which encompass a range of tactics such as ransomware, data breaches, phishing, and identity theft.
Law enforcement agencies, both globally and in India, are facing substantial hurdles as they navigate the evolving landscape of cyber threats. The complexity of cybercrimes, as evidenced by the recent Crime in India report by NCRB, poses a formidable challenge to police forces. The sheer volume of cybercrimes, ranging from fraud and hacking to online harassment and child exploitation, requires specialized knowledge and tools for effective investigation and prevention.
In response to this growing menace, there is a pressing need for collaboration between the government, private sector, and academia to address the rapidly changing technological landscape. Models like the Public-Private Partnership (PPP) can play a crucial role in enhancing cybersecurity infrastructure and fostering a unified approach to combating cybercrime. The National Cyber Security Policy of India emphasizes the importance of developing effective PPP models to tackle the complexities of cyber threats.
One such successful PPP initiative is the Centre for Cybercrime Investigation Training & Research (CCITR) established by CID Karnataka in collaboration with Infosys Foundation and Data Security Council of India (DSCI). This center, set up in 2019, aims to improve cybercrime investigation and prosecution through training, research, and collaboration. CCITR has played a pivotal role in enhancing the capabilities of Karnataka Police in handling technology investigations and developing standard operating procedures in cybercrime investigations.
The key objectives of CCITR include supporting the police, prosecution, and judiciary in technology investigations, conducting research in digital forensics, and fostering entrepreneurship in cyber forensics. The center has also developed resource materials such as the Cybercrime Investigation Manual and Handbook on Digital Evidence to aid in cybercrime investigations. With over 46,400 personnel trained as of December 2024, CCITR has made significant contributions to building capacity in cybercrime investigations and enhancing online safety.
In addition to providing training and resource materials, CCITR has initiated outreach campaigns to raise awareness about cybercrime among the public. Through collaborative efforts with judicial officers and prosecutors, the center has also contributed to enhancing confidence in the judicial system and expediting the trial process. By fostering knowledge sharing among agencies and promoting career-building opportunities, CCITR is playing a crucial role in preventing and containing cybercrimes.
