Financial fraud complaints in Odisha have witnessed a staggering increase of more than 140% in 2024 compared to the previous year, with a total of 43,740 incidents reported, as stated in data presented in the state assembly on Monday. This surge in financial fraud cases is a cause for concern, indicating a growing trend of cybercrimes in the region.
A written reply by Chief Minister Mohan Charan Majhi to a question by BJD MLA Ranendra Pratap Swain revealed that the monetary value of these frauds in 2024 exceeded Rs 415.90 crore, marking a significant rise of over 400% from the Rs 79.66 crore reported in 2023. This substantial increase in the financial impact of cyber fraud reflects the evolving tactics and techniques being employed by cybercriminals to defraud individuals and institutions.
Of the total Rs 415 crore fraud complaints received in the National Cybercrime Reporting Portal (NCRP), including through the helpline number 1930, the police were able to recover Rs 39.42 lakh for the complainants. Additionally, financial institutions put a hold on approximately Rs 3.5 crore following the complaints, preventing unauthorized access to these funds. The data for January revealed 4,314 complaints reporting a total amount of Rs 41.86 crore being stolen, underscoring the urgent need for enhanced cybersecurity measures and vigilance among citizens.
In response to the rising cybercrimes, the police registered 1,553 cybercrime cases related to financial fraud in 2024 and arrested 191 individuals, including two women. This marks a significant increase from the 1,362 cases registered and 163 individuals arrested, including eight women, in 2023. The government has intensified its efforts to combat cybercrimes, with initiatives aimed at preventing and resolving such fraudulent activities.
In 2024, the government procured several cyber forensics and cybersecurity tools such as Cyber X Ray, mobile forensics, email analyzer, DVR examiner, Crime OS, and IQT (cybercrime intelligence). Plans are underway to acquire more cyber forensic equipment to strengthen the state’s cybersecurity infrastructure. Furthermore, seven personnel from the cybercrime unit in Odisha were selected for national level I4C (Indian Cybercrime Coordination Centre) training, reflecting the government’s commitment to enhancing the capabilities of law enforcement in tackling cybercrimes effectively.
The cyber monitoring and coordination division in Odisha has been working in collaboration with central and state agencies to gather information on cybercriminals and coordinate efforts to combat cyber threats. With 14 cyber police stations in Odisha and cyber cells in each district actively engaged in identifying and apprehending cybercriminals, the state is striving to enhance its cybercrime detection and investigation capabilities.
Moreover, a Cyber Investigation Support Division has been established to focus on borderless and transnational crime investigations, aiding in digital evidence collection, analysis, and the apprehension of cybercriminals involved in fraudulent activities. The division plays a crucial role in recovering illicit funds and bringing the perpetrators to justice.
To raise awareness about cybersecurity and prevent cybercrimes, the government has been organizing workshops in schools, colleges, and IT sectors, emphasizing the importance of digital hygiene and safe online practices. These initiatives are aimed at empowering individuals with the knowledge and skills to protect themselves against cyber threats and mitigate the risks associated with digital transactions.
