Latvian TV Channels Hacked to Broadcast Russian Victory Day Parade

In a surprising turn of events, viewers in Latvia were greeted with an unexpected sight on their TV screens on May 9th, 2024. Instead of the usual Latvian programs, they found themselves watching the Russian Victory Day parade, a celebration of Russia’s victory in World War 2. This bewildering situation was the result of a cyberattack orchestrated by a pro-Russian group known as “Russian Order is One (Русский Порядок Един).”

The hackers managed to infiltrate the broadcasting system and took control of the channels, replacing the scheduled programs with the Russian military parade. It was almost as if someone had hijacked the TV station remotely, using a computer as their weapon. Ivars Abolinš, chairman of the National Electronic Mass Media Council in Latvia, confirmed that Balticom, one of the country’s main communications operators, fell victim to the cyberattack. The hackers exploited a vulnerability in an interactive TV server located in Bulgaria, which allowed them to transmit altered content of the May 9th parade from Moscow’s Kremlin.

Fortunately, the live footage of the Russian parade was only viewed by a small portion of Balticom’s subscribers, approximately 5%. Despite this limited impact, the incident raised concerns about cybersecurity and the potential for such attacks to undermine public trust in media outlets. Cert.lv, an Information Technology Security Incident Response Institution, has launched an investigation into the breach, linking it to Russia’s tactics in hybrid warfare. The agency warned that similar provocations might occur in the future, highlighting the need for enhanced security measures.

This incident is not an isolated case, as similar hacking attempts have been reported recently. Just a few weeks prior, a Ukrainian TV channel experienced a similar breach, where Russian propaganda clips and songs were aired instead of the scheduled programming.
