Law enforcement agencies from ten countries, in collaboration with Europol, have successfully taken down 13 websites linked to terrorist operations in a major international operation known as Operation HOPPER II. This joint effort targeted online platforms used by religious and politically motivated terrorist organizations to spread propaganda and recruit members.
The focus of Operation HOPPER II was to disrupt the online dissemination of terrorist propaganda by targeting key assets and websites operated by groups such as the Islamic State, al-Qaeda, and Hay’at Tahrir al-Sham. As a result of the operation, four servers located in Romania, Ukraine, and Iceland were seized, and the associated websites were removed.
The European Union Internet Referral Unit (EU IRU) within Europol’s European Counter Terrorism Centre played a pivotal role in coordinating the operation. Working closely with law enforcement authorities from Albania, Bosnia and Herzegovina, Denmark, Germany, Iceland, Moldova, Romania, the Slovak Republic, Ukraine, and the United Kingdom, the EU IRU ensured successful execution of the operation.
One of the key technological solutions utilized in this operation was the EU Platform on Illicit Content Online (PERCI), developed by Europol. This system facilitates the implementation of the Terrorist Content Online Regulation (TCO Regulation – (EU) 2021/784) by connecting EU Member States with hosting service providers. PERCI enables the efficient transmission of removal orders for terrorist content, enhancing the effectiveness of efforts to combat terrorist propaganda online.
The success of Operation HOPPER II highlights the importance of international cooperation in the fight against terrorism. By targeting key assets and leveraging advanced technical solutions such as PERCI, Europol and its partners have effectively disrupted the ability of terrorist organizations to recruit, radicalize, and mobilize supporters through the Internet.

By taking down these websites and disrupting terrorist propaganda online, authorities have dealt a significant blow to the operations of these extremist groups.
