Finland Detains Tanker Believed to Have Damaged Undersea Cables

Finnish authorities took action on Thursday by boarding an oil tanker suspected of causing damage to telecommunication and electricity cables under the Baltic Sea on Christmas Day. The tanker in question, the Eagle S, was escorted into Finnish waters as part of a criminal investigation into the damage caused to the Estlink 2 power transmission cable that connects the Finnish electricity grid with Estonia’s. Initial reports from Finnish Border Guard officials revealed that the ship was found to be lacking an anchor, raising suspicions regarding its involvement in the incident.

Despite the rupture in the cables, there has been no significant impact on the electricity supply in the region, according to Finnish national electricity transmission grid operator Fingrid Oyj. Estonian Prime Minister Kristen Michal assured the public during a press conference that grid operators are prepared to tap into reserves and activate backup power plants if necessary to maintain a stable power supply.

The Eagle S, registered in the Cook Islands and allegedly operated by United Arab Emirates-based Caravella LLC-FZ, is also believed to have severed four telecom cables in addition to the power transmission cable. This incident is just the latest in a series of suspected Russian sabotage activities in the Baltic Sea, raising concerns about the security of critical infrastructure in the region.

The Finnish communications regulator identified the damaged cables as vital connections between Helsinki, Estonia, and Germany. While there are concerns about potential disruptions in communication services due to the underwater damage, Finnish authorities have not reported any major issues thus far. However, the repeated damage to critical infrastructure in the Baltic Sea is seen as a systemic threat rather than mere accidents, prompting Estonia to collaborate with Finland and other NATO allies to address the situation.

The European Commission condemned the actions of the Eagle S, labeling it as part of a Russian “shadow fleet” known for transporting embargoed goods using aged and uninsured vessels with unclear ownership. The commission expressed concerns about the vessel posing a threat to security and the environment while contributing to funding Russia’s military activities. To combat maritime sanctions violations, the commission vowed to implement stricter measures, particularly in light of escalating tensions between Russia and Western nations over the conflict in Ukraine.

Director General of Finnish Customs Sami Rakshit disclosed that the Eagle S was carrying 35,000 tons of unleaded gasoline loaded in Russian ports, further raising suspicions about its activities. Telemetry data from Marine Traffic indicated that the tanker slowed significantly around the time of the incident, adding to the evidence against it.

Despite the disruption caused by the damage to the Estlink 2 power cable, Estonian national transmission system operator Elering reassured the public that it would not affect their long-planned synchronization with the European grid next year. This synchronization initiative aims to disconnect former Soviet states in the Baltic region from the Russian electricity system, reducing their dependence on Russian energy sources.

In conclusion, the incident involving the Eagle S highlights the vulnerabilities of critical infrastructure in the Baltic Sea region and the potential threats posed by unauthorized activities. As investigations continue and authorities work to strengthen security measures, the need for international cooperation to safeguard vital communication and power networks becomes increasingly evident in the face of evolving security challenges.
