NSF Launches New AI Coordination Hubs Program to Strengthen Regional Intelligence Capacity

The National Science Foundation (NSF) has unveiled an ambitious initiative aimed at fostering a collaborative and expansive network of Artificial Intelligence (AI) resources across the United States, including its territories and the District of Columbia. This new program, known as the AI Coordination Hubs initiative, is designed to connect stakeholders across various sectors, such as education, workforce development, industry, and government. By doing so, it seeks to enhance AI planning and deployment, while also scaling successful methodologies more rapidly than ever before.

Under the auspices of this program, the NSF will provide each selected coordination hub with a substantial funding package of $1 million annually for three years, with the potential for an additional year of financial support for hubs that exhibit compelling transition needs. This financial backing is aimed at facilitating the formation and operational capabilities of these hubs, which are expected to play a pivotal role in regional AI strategies.

The initiative will kick off with an initial group of ten states, and as the program evolves, subsequent rounds will open up opportunities for participation from all states and U.S. territories. The NSF has deliberately adopted broad eligibility requirements for applicants. Institutions of higher learning, nonprofit organizations, for-profit businesses—including small enterprises—state and local governments, tribal nations, Federally Funded Research Centers, and consortia formed by eligible entities are all welcome to submit proposals. This inclusive strategy reflects the NSF’s intention to encourage a diverse array of proposals that will illuminate the most effective organizational structures for fostering AI development in differing regions.

Each coordination hub is tasked with delivering several essential services tailored to its jurisdiction. This includes offering resources that assist individuals in navigating AI learning opportunities, providing hands-on implementation support, and coordinating training initiatives to build capacity. Additionally, these hubs will engage in strategic planning tailored to the AI needs of their respective states or territories. Selection criteria for the hubs are robust and require a clear articulation of how the proposed initiatives will advance AI readiness. Proposals must demonstrate the ability to gather diverse stakeholders around a unified vision and include a thorough understanding of existing AI efforts within the state. Furthermore, applicants are encouraged to conduct gap analyses to identify moments where the establishment of coordination hubs could accelerate progress in AI implementation. Based on these criteria, applicants must provide measurable outcomes, detailed milestones, and evidence-based plans for implementation.

Gianchandani, the NSF program director, emphasized the importance of sustainability in proposals. He noted that applicants should outline how the hubs will gather additional resources beyond the initial NSF funding, ensuring long-term viability and impact.
