The United Kingdom communications regulator, Ofcom, has recently unveiled a set of comprehensive child safety rules under the Online Safety Act. This move is hailed as a significant step in reshaping the online experience for children and ensuring a safer digital environment.
With over 40 practical safeguards in place, the new regulations cover a wide range of online platforms, including social media, gaming, and search engines, that are commonly accessed by children under the age of 18. These measures aim to filter out harmful content, implement robust age verification checks, and enhance overall governance requirements across various online services.
Dame Melanie Dawes, Ofcom’s Chief Executive, emphasized the transformative impact of these changes, stating that they will lead to safer social media feeds, reduced exposure to harmful content, protection from online strangers, and more effective age verification processes. Non-compliant companies will face enforcement measures to ensure their adherence to the new rules.
The finalized Codes of Practice were developed following extensive consultations with a diverse range of stakeholders, including children, parents, civil society organizations, child protection experts, and tech companies. These rules are set to become enforceable starting on July 25, 2025.
One of the key focuses of the reforms is on algorithmic filters, age assurance mechanisms, and enhanced governance practices. Online platforms using personalized recommendation algorithms must now filter out harmful content to mitigate potential risks for children. Additionally, high-risk services are required to implement strict age verification measures to protect underage users and provide an age-appropriate online experience.
Furthermore, all service providers must have rapid processes in place to identify and remove harmful material promptly. This shift towards a safety-by-design approach signals a significant change in how platforms proactively address and mitigate risks to prevent harm from occurring.
In addition to content moderation, the new rules grant children more control over their online experiences. They include features such as the ability to decline group chat invites, block or mute accounts, disable comments on their posts, and flag content they find objectionable. Services are also mandated to provide supportive information to children on sensitive topics and ensure accessible reporting and complaint mechanisms.
A notable requirement under the new framework is the establishment of strong governance practices within platforms. This involves assigning a designated individual responsible for children’s safety and ensuring regular reviews of risk management practices related to child users at a senior leadership level. By holding leadership accountable for child safety, Ofcom aims to instill a culture of corporate responsibility across the tech industry.
Tech firms have until July 24, 2024, to conduct risk assessments for their services accessed by UK children, followed by the implementation of the prescribed measures by July 25, 2025. Ofcom possesses enforcement powers to issue fines and seek court orders to block access to non-compliant sites.
These child safety measures build upon existing regulations under the Online Safety Act and complement age verification requirements for pornography websites. Future regulations are expected, with Ofcom planning a follow-up consultation on various initiatives, including banning accounts sharing harmful content, crisis response protocols, AI tools for content detection, and tighter controls on livestreaming.
The overarching goal of these regulations is to create a safer online environment for children. As stakeholders await final approval of the codes by Parliament, the tech industry recognizes this as a pivotal moment to prioritize child safety over metrics like user engagement. Ofcom’s guidance for parents and children, along with the upcoming regulatory developments, reinforces the commitment to safeguarding and protecting young users in the digital realm.
