OpenAI Commits $1 Billion to Support Cybersecurity Through Daybreak Initiative

OpenAI has announced an ambitious plan to allocate $1 billion in funding aimed at subsidizing access to its advanced Daybreak cyber models for essential services across the United States and globally. This initiative, dubbed "Daybreak for Frontline Defenders," is designed to provide significant support for critical sectors in their efforts to enhance cybersecurity.

The Daybreak initiative intends to assist industries such as water, electricity, local governments, non-profits, and banking institutions in incorporating OpenAI’s AI models into their existing cybersecurity frameworks, tools, and workflows. By starting this program in the U.S., OpenAI aims to fortify the security of critical infrastructure sectors that are increasingly under threat from sophisticated cyber attacks.

OpenAI articulated the challenges facing many smaller organizations, stating, "Many of these teams defend complex and often aging systems against faster-moving threats without the budgets, tools, or specialized expertise available to large enterprises." The availability of Daybreak’s advanced access can empower these teams in a multitude of ways. They can utilize the AI models to review legacy code, scrutinize suspicious activities, identify and validate vulnerabilities, prioritize the most critical risks, and subsequently develop and test fixes.

In a significant move, OpenAI has also entered into a pilot collaboration with the Multi-State Information Sharing and Analysis Center (MS-ISAC), which will facilitate the pairing of Daybreak access with guided training and hands-on assistance for an initial cohort of public sector and water system defenders in the U.S. This partnership reflects a commitment to not only provide access to the technology but also to ensure that users are effectively trained in its application, enhancing their capacity to respond to cyber threats.

The relationship with MS-ISAC, which already delivers cyber threat intelligence, incident-response support, real-time information sharing, and other collaborative defenses to thousands of public-sector organizations, will evolve over time. As a repeatable model for engagement is developed, OpenAI plans to expand this partnership, thus broadening the reach and impact of the initiative.

OpenAI first introduced the Daybreak initiative in May 2026, showcasing its intention to leverage frontier large language models (LLMs) alongside its AI-coding assistant, Codex, for various security tasks. Later in August, OpenAI refined this initiative into a two-tier system, introducing Daybreak Red and Daybreak Blue, thereby enhancing its flexibility and applicability in different cybersecurity contexts.

The timing of OpenAI’s announcement is particularly significant, coming just one week after over 100 tech and cybersecurity firms, which include OpenAI, issued a collaborative open letter on August 27. This letter called for collective action to ensure that AI tools are readily accessible to defenders. The signatories warned of a "narrowing window" for effective action against escalating AI-enabled attacks that could jeopardize critical public services.

Among the recommendations articulated in the open letter was the urgent need for frontier AI companies to provide responsible model access and support, especially for organizations responsible for critical infrastructure. OpenAI remarked, "The defender’s window will not stay open indefinitely," emphasizing the immediate need to disseminate the advantages of frontier AI technologies beyond the confines of the largest corporations and their well-resourced security teams.

The organization’s announcement signifies a strategic commitment to ensure that communities and institutions vital to public safety benefit from cutting-edge AI technology. OpenAI also recently detailed its work on the Defense Factory, which aims to automate the continuous discovery, validation, and remediation of vulnerabilities, further underscoring its dedication to addressing cybersecurity challenges.

In this comprehensive commitment, OpenAI seeks to spearhead a transformative approach to cybersecurity, one that prioritizes the needs of essential services while empowering defenders with the tools necessary to secure their systems against an increasingly complex threat landscape. Through this initiative, OpenAI is championing a model of security that emphasizes collaboration, accessibility, and resilience, underpinning the crucial role of advanced AI in safeguarding our infrastructures.
