Daybreak Expansion Targets US Public Sector and Critical Infrastructure Security

In a significant development for cybersecurity, OpenAI has announced a $1 billion commitment aimed at providing subsidized access to advanced cyber-capable models for security defenders, particularly within the American public sector. This initiative is accompanied by the launch of a specialized training center designed to equip security professionals for the challenges of protecting critical infrastructure.
The initiative, titled “Daybreak for Frontline Defenders,” is structured to empower security engineers and other professionals by granting them access to frontier artificial intelligence tools to safeguard essential services not only in the United States but across the globe. OpenAI has also introduced a U.S.-specific segment of this program, named “Daybreak for America,” further highlighting its commitment to bolster domestic cybersecurity efforts.
The substantial $1 billion investment, which OpenAI intends to sustain for approximately six months, aims to facilitate participants in the Daybreak for Frontline Defense program to utilize state-of-the-art cyber models, receive expert training, and gain technical support directly from OpenAI. Such resources are deemed essential as security professionals seek to fortify their defenses against increasingly sophisticated AI-driven cyber threats.
During a livestream presentation on September 3, OpenAI President Greg Brockman underscored the urgency of this endeavor, pointing to a critical window in which defenders must enhance their defenses against emerging AI-enabled cyber threats. “There are many organizations eager to elevate their security Posture, yet they often lack the guidance on how to proceed,” Brockman stated. He emphasized the stark reality that significant outages affecting vital infrastructure could become commonplace if proactive measures are not instituted.
Brockman, who previously shared insights on the use of AI agents to expedite the identification and rectification of security vulnerabilities, claims that such advancements are now within reach. The Daybreak for America initiative marks a pioneering effort designed specifically for public-sector entities, and OpenAI has expressed aspirations to extend this model to additional countries in the coming weeks.
This program is structured to deliver robust cyber defense tools for defense teams operating within local and state governments, community banks, non-profits, open-source maintainers, and other organizations. The primary objectives involve reviewing legacy systems, analyzing suspicious activities, assessing vulnerabilities, pinpointing critical risks, and developing test fixes. A significant focus will be directed toward operators of essential services, such as water treatment facilities, wastewater systems, and electrical grid networks.
Additionally, through the Daybreak for America program, OpenAI has initiated a pilot collaboration with the Multi-State Information Sharing and Analysis Center. This partnership is targeted at providing training for cyber defenders across state, local, tribal, and territorial sectors, enhancing their capabilities to validate cybersecurity findings and improve overall network resilience.
The inception of this project traces back to OpenAI’s broader Daybreak program, which commenced in May of the same year. This program allows selected users access to the company’s most sophisticated cyber models, including tools such as GPT 5.6 Sol, designed to strengthen cyber defenses. While the latest model, GPT 6 Astra, is not yet broadly available to all Daybreak members, OpenAI indicated that it would be accessible soon. The Daybreak initiative has traditionally served large enterprises and cybersecurity firms, but it has now expanded its scope to include public sector defenders as well.
This strategic inclusion comes in direct response to recent cyberattacks targeting critical infrastructure in the United States. The Cybersecurity and Infrastructure Security Agency noted over 100 cyberattacks directed at water systems alone during July. Allegations point towards Iranian hackers being behind these targeted strikes affecting various small and rural community water supplies. Such incidents highlight the pressing need for innovative cybersecurity solutions, driving the urgency behind OpenAI’s expansive efforts in this domain.
