OpenAI Takes Steps to Enhance Cybersecurity in Europe Amid Regulatory Scrutiny

With the EU’s Digital Operational Resilience Act (DORA) now in force, Bafin has taken up the mantle as the central reporting hub for serious ICT incidents, collecting a range of incident reports throughout 2025—about 10% of which relate to cybersecurity threats. The predominant types of attacks included phishing, malware, denial-of-service, and ransomware incidents, raising substantial red flags for those in the financial services sector.
Bafin’s report highlights the risks posed by financial entities’ reliance on outsourced service providers, which may not always comply with the same rigorous cybersecurity protocols.
