Rep. Swalwell calls for briefing on planned CISA personnel cuts

In a recent development, the Cybersecurity and Infrastructure Security Agency (CISA) has come under scrutiny for its proposed deep cuts to agency personnel. California Rep. Eric Swalwell, the ranking member of the House Homeland Security Subcommittee on Cybersecurity and Infrastructure Protection, expressed his concerns in a letter to acting Director Bridget Bean. Swalwell emphasized the importance of CISA briefing Congress on its plans, as mandated by law.

According to reports, CISA intends to reduce its staff by almost 40%, which amounts to cutting 1,300 positions. This significant downsizing has raised alarm bells among lawmakers, with Swalwell pointing out that such drastic measures could have serious implications for the agency’s ability to fulfill its critical role in national security. The lack of transparency in this process, with Congress being kept in the dark about the rationale behind these cuts, is particularly concerning for Swalwell and other legislators.

This is not the first time that CISA has faced backlash for personnel cuts. Earlier, the agency attempted to cut 130 probational staffers, a move that was challenged in court and eventually overturned on appeal. Additionally, the Department of Homeland Security, which oversees CISA, has offered buyout options to its staff, indicating a broader trend of workforce reduction within the agency.

Members of the House Homeland Security Subcommittee have previously voiced their objections to CISA’s workforce reduction efforts. Rep. Andrew Garbarino and Rep. Mark Green, the chairmen of the subcommittee and the full panel respectively, have called for caution and careful consideration in implementing any cuts to CISA’s personnel. The critical role that CISA plays in safeguarding the nation’s infrastructure and cybersecurity capabilities cannot be underestimated, making it imperative for any changes to be thoroughly evaluated and justified.

In response to inquiries about these developments, CISA has refrained from providing any official comments on the matter. The lack of transparency and communication from the agency only adds to the concerns raised by lawmakers and stakeholders in the cybersecurity community.
