These campaigns are a cause for alarm as they blend traditional influence tactics with cutting-edge AI technology, posing significant cybersecurity risks and reputational damage to the event.
Actors known as Storm-1679 and Storm-1099 have been identified as the key players in these disinformation campaigns, particularly focusing on tarnishing the reputation of the IOC and fostering expectations of violence at the Games. Since June 2023, these actors have shifted their attention towards the Olympics, utilizing AI tools to amplify their efforts as the Paris Opening Ceremony draws near.
One of the primary tactics employed by these actors is the creation of a fake documentary titled “Olympics Has Fallen,” reminiscent of a Hollywood movie, to spread false information and manipulate public perception. By using deepfakes and impersonating prominent figures like actor Tom Cruise, the actors aim to discredit the IOC through fabricated endorsements from major media outlets and AI-generated audio. This sophisticated approach indicates a well-funded and coordinated effort compared to conventional influence operations.
These disinformation campaigns also leverage manipulated multimedia content to instill fear and disrupt the Paris 2024 Olympics. By producing fake videos mimicking reputable news sources like Euro News and France24, the actors spread misinformation about terrorism and exaggerated ticket return rates, aiming to dissuade potential attendees. Moreover, they employ fake press releases impersonating government agencies to issue fictitious security warnings, further discouraging public participation.
To compound the chaos, the actors fabricate threats by sharing images of anti-Israeli graffiti in Paris and resurrecting videos referencing the tragic Munich massacre of Israeli athletes. These tactics exploit underlying geopolitical tensions to sow fear and discourage attendance at the Olympics, with the goal of delegitimizing the event and potentially influencing international relations.
The disinformation campaign has expanded to include a network of fake French news websites, notably the main outlet “Reliable Recent News” (RRN), which disseminates narratives of IOC corruption and predictions of violence at the Games. Doppelganger tactics are also employed to mimic legitimate French publications like Le Parisien and Le Point, critiquing President Macron’s government for allegedly prioritizing spectacle over addressing domestic issues.
As Microsoft warns, the MTAC anticipates an escalation of these Russian disinformation campaigns targeting the Paris Olympics, with plans to extend the campaign to other languages besides French. The shift from video-based disinformation to bots is aimed at inundating social media platforms to create an illusion of widespread support, while potentially staging protests or incidents near Olympic venues to erode public trust in the IOC and French authorities.
