Safeguarding Essential Infrastructure from Cyber Threats

The use of cyber weapons by adversaries has significantly escalated in recent years, with the intent of infiltrating and damaging Critical National Infrastructure (CNI) in western countries. The difficulty in tracing these attacks back to a specific source, as well as the lack of punishment for cyber perpetrators, has created a perfect crime scenario that allows perpetrators to go unpunished.

One of the main concerns is the involvement of nation states such as China and Russia in the development and execution of cyber warfare tactics. China is believed to utilize a substantial number of cyber warriors to access sensitive networks and exfiltrate national secrets and intellectual property from western businesses, as part of China’s ‘Made in China 2025’ plan to position itself as a global military and economic powerhouse. Meanwhile, Russia has been notorious for its organized crime syndicates and mafia cyber gangs that engage in large-scale cyber theft and extortion against non-Russian language computer systems.

These attacks have targeted critical infrastructure such as pipelines, hospitals, and electrical grids, leading to significant disruptions and economic consequences. For instance, the Russian cyber-physical attack against the Ukrainian electrical grid and the ‘Not Petya’ viral wiperware attack have been some of the most costly and destructive cyberattacks in recent history, causing billions of dollars in damages.

Additionally, smaller nation-states like Iran and North Korea have also played a part in conducting cyberattacks against CNIs, with the potential to cause widespread harm to national economies and societies. The defense of CNIs against these well-resourced nation state adversaries has proven to be a significant challenge, as private companies, and government agencies often lack the capability to effectively defend against such attacks.

In light of these escalating cyber threats, the responsibility falls on national governments to protect and defend CNIs against state-sponsored cyber warfare. Although government agencies like the FBI, Secret Service, and CISA in the US currently provide limited support and assistance, there is a need for a more proactive and collaborative approach to address cyber threats to critical infrastructure. Additionally, the majority of CNIs in the United States are privately owned, which poses a challenge in terms of cybersecurity underfunding and under-staffing.

As the landscape of cyber warfare continues to evolve, it is imperative for both public and private sectors to collaborate and invest in robust cybersecurity measures to protect critical national infrastructure from state-sponsored cyber threats. Failure to do so could result in severe economic and societal consequences, underscoring the urgency for companies to act now in response to the growing cyber warfare threat.
