MHA launches ‘Samanvaya’ portal for exchanging data on cyber criminals’ activities among police forces.

The government is taking steps to combat cybercrime by establishing a centralized portal called “Samanvaya” to facilitate the sharing of crucial data among state police forces. This initiative aims to enhance the coordination and cooperation among law enforcement agencies nationwide in the fight against cyber criminals.

Officials revealed that through the “Samanvaya” portal, officers in Law Enforcement Agencies will have access to important information such as the locations of cyber criminals, mule bank accounts, ATM withdrawal locations, Point of Sale for SIM cards, and suspect residences. The portal will act as a comprehensive data repository for cybercrime data sharing, crime mapping, data analytics, and as a collaboration platform for law enforcement agencies across the country.

The software Pratibimb, developed by the Cyber Crime Coordination Centre (I4C), will be utilized on the portal to map suspect residences using PM Gatishakti, providing visibility to jurisdictional police officers. This technological tool will play a vital role in supporting law enforcement efforts to combat cyber threats effectively.

In a significant milestone marking the first 100 days of the Ministry of Home Affairs, officials highlighted the launch of the web-based module “Samanvaya,” which will function as a Management Information System (MIS), data repository, and coordination platform for law enforcement agencies. This platform will streamline the process of cybercrime data sharing, analytics, and collaboration among various stakeholders in the law enforcement community.

Moreover, the portal will include a techno-legal support module to offer expert advice in the investigation of cybercrime cases. It will enable Law Enforcement Agencies to decipher inter-state linkages of mobile and IMEI numbers, bank accounts, and request CCTV footage and relevant information from banks nationwide. Additionally, the portal will facilitate the routing of inter-state Cybercrime Investigation Assistance Requests (CIAR) for mutual aid and support.

To bolster the country’s cyber security landscape, the Ministry of Home Affairs has initiated the creation of a specialized unit of trained ‘Cyber Commandos.’ These Cyber Commandos will undergo intensive hands-on training in states, Union Territories, and central police organizations to counter cyber threats effectively. The ministry aims to deploy 5,000 cyber commandos over the next five years to assist in cyber patrolling and safeguarding the digital space of the country.

These Cyber Commandos will serve as the primary responders in the event of cyber attacks in various states and Union Territories. To equip senior police officers with the necessary skills, training programs have commenced at the Sardar Vallabhbhai Patel National Police Academy (SVPNPA) in Hyderabad since September 2.

Furthermore, the Ministry of Home Affairs has introduced a mobile application named ‘cyberdost’ to enable users to report and alert authorities about cybercrime incidents. This application will provide a convenient platform for citizens to lodge complaints related to cyber threats and seek assistance from law enforcement agencies.

In conclusion, the government’s proactive measures to strengthen its cybercrime-fighting capabilities through the establishment of the “Samanvaya” portal and the training of Cyber Commandos reflect its commitment to safeguarding the digital ecosystem and ensuring a secure cyber landscape for all citizens.
