The Australian Taxation Office seeks tool for combatting tax cheats and criminals

The Australian Taxation Office (ATO) is on a quest to enhance its investigative capabilities by seeking out a tool that can enable its agents to conduct undercover operations on social media and the dark web. This tool, known as an open source intelligence tool (OSInt), would empower the agency to monitor potential tax cheats and cyber criminals peddling stolen data. The ATO has put out a call for tenders, urging businesses to submit proposals for an OSInt that would enable efficient scanning of the internet for relevant information and individuals of interest.

The need for an OSInt tool arises from the taxing task currently carried out by the ATO’s investigative teams – scouring social media platforms and the dark web for crucial data. The agency’s tender documents highlight the importance of having a tool that can tackle the big data challenges faced in identifying and responding to evolving threats. The tool is expected to conduct advanced targeted digital data collection across various platforms like Facebook, Twitter, and the dark web forums and marketplaces.

Dr. David Glance, a cybersecurity expert at the University of Western Australia, explained that manual processes that involve creating fake accounts and conducting searches on multiple platforms are labor-intensive. Automation through an OSInt tool would streamline this process and provide valuable intelligence to intelligence officers. The ATO is keen on ensuring that its investigators can seamlessly blend in with site traffic while searching and geo-locating persons of interest.

Former Australian Taxation commissioner Chris Jordan expressed concerns about cyber threats targeting the agency, detailing instances where hackers exploited stolen data to create fraudulent accounts rapidly. The rise in cyber attacks underscores the critical need for robust cybersecurity measures to safeguard taxpayer data. Given the increasing sophistication of cyber threats, the ATO is looking to bolster its capabilities against criminals.

Experts, including Dr. Toby Murray from the University of Melbourne, emphasized the importance of agencies like the ATO leveraging OSInt technology to combat cyber threats. The dark web serves as a breeding ground for criminal activities, making it imperative for organizations to monitor and counter potential threats. By investing in cutting-edge tools, the ATO aims to stay ahead in detecting, intercepting, and disrupting serious financial crimes.

The ATO’s initiative to acquire a comprehensive OSInt tool signifies a proactive approach in addressing cyber risks and safeguarding Commonwealth revenue.
