United States and China to Discuss AI Risks and Security

The White House has announced that high-level talks will be held with Beijing to discuss advanced artificial intelligence systems and the associated security risks. This move comes amidst growing concerns about China’s use of AI for anti-democratic purposes and cyberattacks that target the United States.

According to Biden administration officials, the upcoming discussions are not aimed at promoting technical cooperation between the US and China on AI or other emerging technologies. Instead, the focus will be on addressing the security risks posed by advanced AI systems and China’s use of such technologies to undermine US national security.

Recent reports have highlighted China-linked cyberattacks that leverage AI to exacerbate social tensions in the US. These developments have only added to the already strained relationship between the two countries, prompting concerns about the potential misuse of AI and the need for enhanced international governance in this area.

Despite the tensions, both the US and China have expressed a willingness to engage in dialogue around AI and its impact on critical sectors like infrastructure, industry, and human rights. Presidents Joe Biden and Xi Jinping recently discussed AI, security issues, and Taiwan during a phone call in April, marking a significant step towards re-establishing regular communication between the two nations.

While Biden and Xi will not personally participate in the upcoming talks on AI, senior White House officials and their Chinese counterparts will exchange views on the risks associated with advanced AI systems and explore opportunities for collaboration on international governance in this field.

Both the US and China have been actively rolling out AI regulations and government initiatives in recent years. The US has been working closely with leading AI developers to ensure the responsible deployment of AI technologies, while China has indicated plans to further regulate AI throughout 2024.

Overall, the upcoming talks between the US and China represent a crucial step towards addressing the complex security challenges posed by advanced AI systems. By engaging in constructive dialogue and sharing perspectives on governance and risk mitigation, both countries can work towards a more secure and transparent future for AI technology on the global stage.
