Telegram’s t.me Shortlinks Disrupted by Sanctioned VPN Service

On July 13, 2025, the popular messaging platform Telegram faced a significant disruption when its t.me shortlink service went offline for approximately a day. The outage was triggered by the suspension of the .ME domain by the domain registry Domain.Me, following actions by the U.S. Office of Foreign Assets Control (OFAC). The suspension was a direct response to sanctions imposed on First VPN Service (1VPNS), a VPN provider known for its connections to cybercriminal activities.

The timing of the outage was closely aligned with OFAC’s designation of 1VPNS as a sanctioned entity, which aimed to curb its provision of services to ransomware operators and other malicious actors in the cyber landscape. Telecommunication services saw an immediate halt as users relied extensively on Telegram’s t.me shortlinks for various communications. This disruption immediately attracted public attention and led to concerns among users reliant on the platform for their daily communication.

The response from Domain.Me highlighted the seriousness of the matter. The registry took quick action after it determined that a Telegram channel associated with 1VPNS was part of the sanctioned infrastructure. While the specific channel that led to the suspension was not named, it was noted that 1VPNS maintained a Telegram account featuring a t.me link that was referenced in OFAC’s sanctions announcement. Domain.Me asserted that it works closely with law enforcement to enforce applicable laws and sanctions, reflecting its commitment to security and legal compliance in the digital domain.

As the situation unfolded, Telegram’s founder, Pavel Durov, publicly appealed for the registry to investigate the outage. Not long after this intervention, service was promptly restored on July 14, following confirmation from Telegram that it had severed all links to the sanctioned VPN provider. This swift resolution underscored the interconnectedness of digital services and the regulatory challenges they face.

US and European authorities have identified 1VPNS as a significant enabler of cybercrime since around 2014. The VPN service primarily advertised itself on dark web forums, where it was known to provide anonymity for at least 25 ransomware groups, including notorious organizations like Avaddon. These groups have engaged in significant network reconnaissance and intrusions, causing widespread disruptions and damage to numerous organizations.

European law enforcement took decisive action against 1VPNS in May 2025, effectively dismantling the service as part of a coordinated operation led by France and the Netherlands. The application of sanctions against 1VPNS was part of a broader initiative to combat the escalating threat of cybercrime, which has seen increasing sophistication and resilience among malicious actors.

The sanctions imposed on July 13 specifically targeted both 1VPNS and its administrator, Dmytro Rashevskyi, based in Dnipro, Ukraine. Moreover, Yevgeniy Vladimirovich Silayev was also sanctioned for selling cryptors—tools that disguise malware and assist it in evading security software detection. U.S. Treasury officials indicated that ransomware groups leveraging these services had inflicted losses amounting to billions of dollars on American businesses and critical infrastructure.

The incident serves as a critical reminder for organizations to thoroughly review their communication channels and ensure they are not linked to any sanctioned entities or infrastructure. This disruption illustrates the significant collateral effects that sanctions can have on legitimate users when sanctioned parties exploit popular platforms.

As the cybersecurity landscape evolves, security teams must remain vigilant regarding OFAC designations and ensure their compliance processes can swiftly identify and sever connections to sanctioned entities.
