The status of cyberwar in Ukraine and how CISOs can assist

The Kyiv International Cyber Resilience Forum 2025 was attended by researcher Barbara Schluetter and others earlier this month in Ukraine, where various speakers highlighted the current state of cybersecurity resilience in the country. The event shed light on the significance of Ukraine as the “Fortress of the free world and firewall of the free world” in terms of cybersecurity.

Maciej Stadejek, the director for security and defense policy of the European External Action Service, stressed the importance of long-term partnerships in addressing cyber conflicts, noting that the boundary between peace and conflict is becoming increasingly blurred in the digital age.

The ongoing cyberwarfare in Ukraine is a grim reality, with the sound of civil defense sirens signaling the frequent attacks from Russia in the form of missiles and drones. Oleksandr Potii, chairman of the State Service of Special Communications and Information Protection of Ukraine, highlighted the unprecedented scale of Russian cyberattacks targeting civilian infrastructure, residential buildings, and crucial utilities like electric substations and communication nodes. The need for evacuation and shelter plans in every locality underscores the visible impact of this cyberwar.

It is evident that cybersecurity plays a crucial role in shaping the security landscape in Ukraine and beyond, with stakeholders emphasizing the need for resilience and cooperation to navigate the complex digital threats in the modern world. The forum served as a platform for sharing insights and best practices in cybersecurity resilience, underlining the importance of long-term strategies to address evolving cyber threats.
