Trump to Nominate Former RNC Official as National Cyber Director

In a recent announcement, President Donald Trump is set to nominate Sean Cairncross, former chief operating officer of the Republican National Committee (RNC), as the new head of the Office of the National Cyber Director (ONCD). This decision comes after numerous reports from media outlets such as Politico and Axios revealed Cairncross’s inclusion in a list of planned White House nominees for various important positions in the administration.

Assuming the role of national cyber director, Cairncross will be instrumental in the development and formulation of US cybersecurity policies within the new administration. The ONCD holds a crucial position as one of the principal advisers to the president on all cybersecurity matters. Distinct from the US Cybersecurity and Information Security Agency (CISA), which focuses on operational cybersecurity and direct engagement with federal agencies, the ONCD’s primary objective is to create a top-level, comprehensive national cybersecurity strategy. Notably, the ONCD took the lead in shaping President Joe Biden’s National Cybersecurity Strategy released in March of 2023.

The new role will require Cairncross to take on the responsibilities of coordinating national cybersecurity policy, offering advice to the president on cyber threats, and ensuring a cohesive federal response to emerging cyber risks. Sharing the duty of advising the president on cyber issues with the director of cyber at the White House National Security Council (NSC), Cairncross, despite his lack of formal cybersecurity credentials, brings to the table a wealth of political experience. His previous positions as CEO of the MCC, deputy assistant to President Trump, senior adviser to the White House chief of staff, and COO of the RNC during the 2016 election cycle demonstrate his diverse professional background.

If confirmed, Cairncross will be taking over from Harry Coker Jr., a former CIA senior executive and career Naval officer, who served as the White House national cyber director from December 2023 to January 2025. Coker now holds the position of Maryland Department of Commerce Secretary following his appointment by Maryland Governor Wes Moore in late January. This recent development underscores the significance of strategic oversight in cybersecurity at both the federal and state levels.

The nomination of Cairncross represents a pivotal moment in the evolving cybersecurity strategies of the Trump administration. Within a short period since assuming office, Trump has already initiated changes that have reverberated throughout the cybersecurity industry. One of his initial actions was to rescind a Biden administration executive order pertaining to safety and ethical guidelines for developers of major artificial intelligence projects. Despite this, two other Biden cybersecurity executive orders remain untouched for now, highlighting the administration’s nuanced approach to cybersecurity policy.

The Trump administration’s decisions have had tangible effects on various cybersecurity entities, including CISA. Recent reports indicate that 17 CISA staffers focused on combatting election-related threats have been placed on leave pending an internal review. Additionally, there have been reports of deferred resignation offers to CISA staffers as part of broader cost-cutting efforts across the federal government. These developments underscore the dynamic nature of cybersecurity policy and the challenges faced by organizations operating in this space.

Overall, Cairncross’s nomination signals a new chapter in the Trump administration’s cybersecurity strategy, with implications for national security and governance as a whole. As the digital landscape continues to evolve, the role of cybersecurity leaders like Cairncross will be instrumental in safeguarding critical infrastructure and addressing emerging threats in the cyber domain.
