UK Government Expands Access to £2.88 Billion Defense Technology Procurement Framework

On May 18, the UK Government Commercial Agency (GCA) made a significant announcement regarding its plans to enhance access to a major procurement framework for defense technology, valued at £2.88 billion. This initiative aims to provide new opportunities for small and medium-sized enterprises (SMEs) that have historically been marginalized in government contracts. The newly proposed framework, named DIPS 2, will replace the existing Digital and IT Professional Services (DIPS) framework, which has been operational for the Ministry of Defence (MoD) primarily through a limited number of large defense firms and consultancy agencies.

Historically, the DIPS framework has faced scrutiny for favoring a select group of major contractors, effectively limiting participation from SMEs that could contribute to various technological advancements. Recognizing the need for broader inclusivity, the GCA plans to diversify both the supplier base and customer access. Reports suggest that there is potential for expanding the framework to include not only the MoD but also other government branches such as the Home Office and Foreign Office.

During a supplier engagement session held in March, GCA officials highlighted their commitment to increasing SME participation. They defined SMEs as enterprises with fewer than 250 employees that meet specific financial metrics, thus ensuring a clear emphasis on scalability and innovation from smaller firms. This move underscores the government’s intention to enhance competition and innovation within the defense sector by opening avenues for a wider variety of suppliers.

The DIPS 2 framework is designed to accommodate the evolving priorities of the UK’s defense strategies, which have been outlined in recent documents including the Strategic Defence Review. Darren Corkindale, who serves as the deputy head for professional services in the MoD’s digital commercial service, emphasized to suppliers that the new framework must respond to rapid technological advancements observed in the defense landscape, particularly drawing lessons from ongoing conflicts such as the one in Ukraine. This transition reflects a growing emphasis on fields such as artificial intelligence, cybersecurity, and capabilities pertaining to the electromagnetic domain, all of which are becoming vital in preparing for potential future conflicts.

In a bid to make this procurement framework more accessible for smaller companies, the GCA is contemplating structural changes. Existing plans propose reducing the number of contract lots, currently set at six, and potentially introducing a specialized lot for projects valued under £5 million. This initiative aims to minimize barriers that SMEs face in entering the defense sector while still retaining the framework’s capacity to support large-scale technological projects essential for national security.

With an eight-year duration stretching from September 2027 to August 2035, DIPS 2 promises stability for suppliers who are prepared to invest in meeting the stringent demands of the defense sector. This long-term perspective is expected to encourage more organizations to engage proactively with the framework, thus fortifying the UK’s defense capabilities through innovative solutions.

The GCA has outlined its strategy to complete the supplier engagement phase by the end of 2024, after which formal tendering for the DIPS 2 framework is anticipated to commence in 2027. Organizations keen on seizing this opportunity are encouraged to stay vigilant within GCA procurement channels and prepare to showcase their capabilities in relevant areas such as digital services, cybersecurity, and other emerging technologies closely aligned with UK defense priorities.

Moreover, SMEs will find particular interest in the potential new contract structures aimed at facilitating their entry into the defense procurement space. This attention to inclusivity reflects a broader trend within governmental agencies toward fostering a more dynamic, competitive landscape that encourages smaller firms to innovate and participate actively in national defense strategies.
