The United Kingdom is set to establish the world’s first AI Safety Institute, according to an announcement made by Prime Minister Rishi Sunak. The institute will be responsible for examining, evaluating, and testing new types of artificial intelligence (AI). Sunak emphasized the global responsibility to understand and address the risks associated with AI in order to fully realize its benefits and opportunities for future generations.
During a speech at The Royal Society, Sunak highlighted the need for advanced protections for AI in the UK. He stated that the British people deserve peace of mind knowing that the country is developing the most advanced safeguards for AI compared to any other nation. Sunak reassured the public that he will always be honest about the risks and make informed decisions for the long term.
The establishment of the AI Safety Institute comes in the wake of the UK government’s Frontier AI task force, which was announced by Sunak in April. The task force is dedicated to leading the safe and reliable development of frontier AI models, including generative AI large language models like ChatGPT and Google Bard. It aims to secure sovereign capabilities and promote the broad adoption of safe and reliable foundation models, positioning the UK as a science and technology superpower by 2030. The task force is supported by a funding of GBP 100 million.
Furthermore, in August, AI was officially classified as a national security threat to the UK in the National Risk Register (NRR) 2023. This recognition highlights the potential dangers associated with AI and the need to prioritize its safe and responsible development.
The AI Safety Institute will play a crucial role in assessing and studying the risks posed by AI. Its scope will include examining social harms such as bias and misinformation, as well as assessing the most extreme risks associated with AI. By understanding the capabilities of each new AI model, the UK aims to gain a shared understanding of the risks they present. Sunak emphasized the importance of this shared understanding as it is essential for collaborative efforts to address and mitigate AI risks effectively.
To further promote international cooperation, the UK government will work towards agreeing on the first-ever international statement outlining the nature of AI risks. This statement will evolve as AI technology advances, ensuring that there is a collective global understanding of the risks involved.
The establishment of the AI Safety Institute and the government’s commitment to developing advanced protections for AI demonstrates the UK’s proactive approach to responsibly harnessing the potential of AI while mitigating its risks. By prioritizing safety and collaboration, the UK aims to establish itself as a leader in AI development and ensure the well-being of its citizens in an increasingly AI-driven world.
