US Treasury Imposes Sanctions on Chinese Tech Company for Ties to State-Sponsored Attacks

The recent sanctions imposed by the US Department of the Treasury’s Office of Foreign Assets Control (OFAC) on Beijing-based Integrity Technology Group (Integrity Tech) shed light on the persistent threat posed by Chinese cyber actors to US national security. Integrity Tech’s involvement in cyber intrusion campaigns targeting US entities, particularly through its support of the state-sponsored cyber group Flax Typhoon, has raised concerns about the vulnerabilities in critical infrastructure sectors.

Flax Typhoon, a Chinese cyber group known for its aggressive targeting of critical infrastructure sectors across the US and beyond, has been active since 2021. The group has targeted entities in North America, Europe, Asia, and Africa, with a special focus on Taiwan. By exploiting known vulnerabilities and using legitimate remote access tools, Flax Typhoon has managed to infiltrate computer networks and maintain a foothold in victims’ systems.

The sanctions against Integrity Tech, issued under Executive Order (EO) 13694, as amended by EO 13757, aim to hold accountable individuals and entities responsible for cyber-enabled activities that threaten US national security. The restrictions imposed on Integrity Tech include the blocking of all property and interests within the US, prohibition of transactions with American individuals and entities, and the blocking of entities owned 50% or more by designated persons.

The implications of these sanctions extend to financial institutions and other firms that facilitate transactions with sanctioned entities, as they risk enforcement actions and further sanctions. While the sanctions serve as a deterrent, OFAC emphasizes its goal of promoting behavioral change and compliance with US law. Designated individuals and entities are encouraged to seek removal from the sanctions list by demonstrating compliance.

The US government’s commitment to countering cyber threats and holding accountable those who enable malicious activities is underscored by the sanctions against Integrity Tech. By disrupting the activities of Flax Typhoon and its enablers, the Treasury Department aims to strengthen cyber defenses in both the public and private sectors.

Overall, the sanctions against Integrity Tech represent a significant step in addressing the ongoing cyber threats posed by Chinese threat actors. By targeting entities that facilitate malicious cyber activities, the US government sends a clear message about the consequences of engaging in cyber exploitation and underscores the importance of enhancing cybersecurity measures to safeguard national security interests.
