White House Launches Pilot Program in Texas to Safeguard Water Infrastructure

White House Launches Project Watershed 250: A New Initiative to Bolster Cybersecurity for Water Systems

In a proactive move to enhance cybersecurity within critical water systems, the White House recently introduced a groundbreaking initiative aimed at providing vital support and resources to water utilities across the nation. Titled Project Watershed 250, this program marks a significant step towards fortifying the country’s defenses against escalating cyber threats, particularly in light of increasing concerns regarding potential attacks from state-backed actors, especially from nations like China and Iran.

The announcement of Project Watershed 250 was made on August 31 during a roundtable event held in San Antonio, Texas. This significant collaboration was jointly unveiled by Texas Governor Greg Abbott and Sean Cairncross, the White House’s National Cyber Director. Their joint effort underscores the pressing need for enhanced cybersecurity measures within the water sector, a critical infrastructure component that has faced increasing scrutiny due to its vulnerability to cyberattacks.

Initially, Project Watershed 250 will be piloted in Texas, focusing on providing federal and private sector resources at no cost to water and wastewater utilities. This initiative is particularly crucial for rural water providers, who often operate with limited resources and lack the robust cyber defenses required to safeguard against emerging threats. The availability of expert cybersecurity resources aims to assist these utilities in developing stronger cybersecurity protocols, thereby reducing their exposure to potential cyber threats.

A cadre of prominent cybersecurity companies has agreed to collaborate with the Office of the National Cyber Director to provide essential resources and expertise for Project Watershed 250. Notable contributors include leading firms such as Microsoft, Google, Amazon Web Services (AWS), Cloudflare, Palo Alto Networks, Forescout, and Dragos. Through this collaboration, the program aims to equip water utilities with the tools necessary to identify vulnerabilities, thereby enabling them to implement more resilient cyber defenses over the program’s six-month pilot phase.

To support the initiative, Texas Cyber Command will be actively involved. Established in 2025, Texas Cyber Command was created to prepare for and respond to cyber threats across the state’s critical infrastructure sectors. Its participation in Project Watershed 250 serves to bolster the program’s efficacy and expand the reach of its resources.

During the unveiling of the initiative, Cairncross emphasized that the lessons learned from the Texas pilot program would play a crucial role in shaping potential expansions of Project Watershed 250 to other states and rural communities across the nation. This forward-looking approach reflects the administration’s commitment to strengthening cybersecurity measures nationwide and protecting the essential services that citizens rely on daily.

The urgency of this initiative has been accentuated by a recent wave of cyberattacks targeting water and wastewater utilities in the United States. The FBI issued a warning on July 30, alerting stakeholders that malicious cyber actors have been specifically targeting operational technology (OT) devices within these critical systems. This alarming trend has resulted in operational disruptions that threaten the efficiency and reliability of water services, raising concerns for public safety and well-being. The FBI reported receiving incident reports from 27 providers across at least seven states, highlighting the pervasive nature of these threats.

Moreover, intelligence assessments have linked several of these cyberattacks to Iranian state-backed groups, indicating a coordinated effort to undermine the nation’s water infrastructure. In a troubling development, reports emerged in August 2026 regarding an incident in the United Kingdom, where Iranian hackers successfully incapacitated a power plant for several days in July. Notably, this incident occurred concurrently with large-scale operations that targeted water plants within the United States, underscoring the potential for international cyber threats to converge on critical infrastructure.

As Project Watershed 250 takes its first steps in Texas, the findings from this pilot initiative serve as a crucial foundation for future efforts to enhance the cybersecurity posture of water systems across the United States. By investing in these critical infrastructures, the White House aims to safeguard essential services from increasing cyber threats, ensuring that the public continues to receive reliable and secure access to water. The nationwide implications of this initiative might pave the way for improved resilience and response strategies against cyber warfare in the years to come.
