Senior CISA Advisers Announce Departures Amid Federal Downsizing

Amid a period of mass layoffs and federal downsizing efforts, several senior advisers who were instrumental in launching the Cybersecurity and Infrastructure Security Agency’s (CISA) “Secure by Design” initiative have announced their departures. This exodus of cybersecurity and national security experts has sparked uncertainty and turmoil within the agency, raising concerns about the future of CISA’s cyber defense mission.

Bob Lord, a senior technical advisor, and Lauren Zabierek, another senior advisor, both took to LinkedIn to announce their resignations. Lord described his decision to leave as “difficult,” but expressed his commitment to continuing to contribute to the “Secure by Design” movement. Zabierek similarly called her resignation one of the toughest decisions of her career, emphasizing the global impact of the initiative, which began as a government-led effort and has since gained momentum worldwide.

The departures come at a time when experts are warning that CISA may struggle to sustain key initiatives like “Secure by Design” and other efforts aimed at strengthening U.S. cyber defenses. Despite these challenges, Bridget Bean, a senior agency official currently serving as acting director, reassured stakeholders that CISA remains focused on enhancing the nation’s cybersecurity and working collaboratively with public and private sector partners. Bean underscored the importance of the “Secure by Design” initiative in bolstering national cybersecurity and emphasized the role of technology companies in upholding their responsibilities in this regard.

However, the future of CISA’s workforce remains uncertain, with reports suggesting that a significant portion of employees may opt for deferred resignations or voluntary departures amidst rumors of workforce cuts. The potential reduction in staff levels raises concerns about the agency’s capacity to effectively respond to growing foreign cyber threats. The recent dismissal of top officials from the National Security Agency and U.S. Cyber Command has further exacerbated concerns about leadership continuity and oversight in the face of heightened security risks.

As discussions about workforce reductions and the agency’s strategic direction continue, the broader implications of these changes on U.S. cyber readiness and national security remain unclear. The loss of key cyber leaders and the potential downsizing of CISA’s workforce could have far-reaching consequences for the nation’s ability to defend against evolving cyber threats and safeguard critical infrastructure.
